Behavioral health and substance use treatment programs operate under state agency oversight. In New York, mental health programs are generally regulated by the Office of Mental Health (OMH) and substance use treatment programs by the Office of Addiction Services and Supports (OASAS), and other states assign these roles to their own departments.

We prepare licensure, certification and operating approval applications, including the corporate, governance and financial information agencies require. We advise on program models, site and service changes, and the policies and procedures reviewers expect to see, and we respond to agency questions during review.

Changes in ownership or control, new locations and added services often require prior approval. We structure transactions and expansions around those requirements, coordinate with leases, financing and purchase agreements, and address enrollment in Medicaid and with commercial payors so a program can begin billing as soon as it is approved.

For existing programs we handle renewals, regulatory reporting and responses to agency inspections and findings.
